Annual General Meeting of Electors - 27 November 2012

This year’s AGM of Electors is scheduled to be held on Tuesday 27 November in the Ocean Room at the Irwin Recreation Centre, starting at 5:30pm.

The purpose of the meeting and order of business for the matters to be discussed at the meeting are firstly, the contents of the annual report for the 2011/12 financial year and then any other general business.

A copy of the annual report will be available for download from the Shire’s website www.irwin.wa.gov.au, from the Shire Office, via email reception@irwin.wa.gov.au or by telephoning 9927 0000 following Council adoption. The 2011/12 Annual Report is up for consideration at a Special Meeting of Council on the 13 November 2012.

Please note that questions requiring research should be submitted to the Shire in writing by 4.00pm on Tuesday 20 November 2012 so that an appropriate response can be made at the meeting.

Unconventional Gas - Post Workshop Submissions

For community stakeholders who were unable to attend the recent Unconventional Gas Community Workshop held at the Irwin Recreation Centre, are encouraged to make a written submission to the Department of Mines and Petroleum (DMP). To ensure these submissions are considered for inclusion in the post-workshop report please submit by Friday 9 November 2012.

Pin 2 Fix

I would like to remind readers that the new Pin2Fix application is a great way for community members to report possible hazards, required maintenance and general concerns to their relevant Local Government body. The application (which can be downloaded to most smartphones or can be accessed via the website) allows community members to send a message immediately which will then be directly sent to the Shire’s email address and designated to the responsible officer for actioning. The complexity of this system also allows you to provide a photo if required and identify the location of the concern. I encourage you all to download the free application or visit www.pin2fix.com.au for more information. With your help we can identify problem areas and work towards fixing them faster.

Murphy Oil - Offshore Seismic Survey

The Shire has been made aware of a proposal by Murphy Australia Oil Pty Ltd (Murphy) to conduct offshore seismic surveying activities in the Perth Basin (mainly off the Irwin Shire coast) commencing in February 2013. The survey will include 2D and 3D seismic techniques, and will last approximately 60 - 80 days. The campaign follows Murphy's award of the license to explore for hydrocarbons in the permit area WA-481-P, previously known as W11-18.  Approximately 2550km2 of 3D and 610km of 2D coverage is planned.

Although seismic surveys have been conducted in the Perth Basin in the past, this further survey is necessary to firm up the location of potential oil and/or gas resources. An additional and significant part of the exploration campaign is the desk-based review of previously acquired seismic data, which reduces the scope and duration of the proposed survey.

The overall process of planning, acquiring, processing, analysing and interpreting the new seismic data will take around 18-24 months. The work will identify possible locations in which to drill a number of wells to test for the presence of oil and/or gas resources. If economic reserves are encountered through the drilling process, then field development and production would follow, bringing valuable energy to Western Australia. The whole time frame in which first production could be achieved would be 5 to 6 years.

Murphy is carrying out extensive seismic survey planning with consideration of other sea users, fishing interests and environmental matters. A wide program of consultation with organizations with an interest in the area is underway (including the Shire) and formal environmental approvals will be sought from the Commonwealth Government in due course.
