MORETON TERRACE FOOTPATH REPAIRS

The Shire of Irwin will be re-laying the Moreton Terrace footpath between Dongara Sport & Tackle and Dongara Newspower. The works will include minor modifications of the Moreton Terrace/Hepburn Street intersection to prevent future damage to the footpath from heavy trucks.

The works are scheduled to commence Monday 26th June, 2017 and be completed by Friday 07th July, 2017. There will be some traffic delays during this time on both Moreton Terrace and Hepburn Street. These delays will be kept to a minimum but will be in place to protect contractors, businesses and the general public.

Members of the community are requested to exercise caution and obey all warning signs and directions from authorised Shire personnel and contractors.

VERGES AND YOU

As a result of complaints from residents and the increased occurrence of the misuse of verges, which creates road safety hazards and potential damage to people, property and infrastructure, the Shire is raising awareness of verge management. Roadside verges within the town site are the property of the Shire of Irwin and are subject to the Shire's Local Laws. The laws cover things like parking, driving vehicles, commercial activities, signs, planting trees, storage of goods, littering etc.

Parking is covered by the Shire's Parking and Parking Facilities Local Law 2000.  This local law refers to Parking on Verges in section 3.8 where it states in Clause 1(a) that "A person shall not park a vehicle so that any portion of it is on the verge". This is not applicable if the person is the occupier of the premises adjacent to that verge or has been authorised by the occupier. Further to this, under section 3.8 Clause 1(b) "A person shall not park a commercial vehicle or bus, or a trailer or caravan unattached to a motor vehicle". This is applicable to all persons including occupiers of adjacent properties.

The placing or storage of goods other than a Motor Vehicle on the verge is prohibited and can be classified as "refuse" (litter). Under the Shire's Health Local Laws 2002, such refuse must deposited at a refuse disposal site, not on a roadside verge.

LOCAL PURCHASING POLICY AND BUSINESS ETHICS

The Shire of Irwin is committed to improving its business dealings with the local community and would appreciate any comments you may have on the following:

The Shire recently reviewed its Local Purchasing Policy and, with advice from the Shire of Irwin Economic Development Advisory Committee, a new policy is proposed that is considered more relevant and provides a higher level of support for local suppliers.

The proposed major changes includes the following:

1.  The price preference offered to suppliers within the Shire (based and operating within the Shire of Irwin - defined as: having a business address with 6525 postcode) can be up to 10% of the value of goods and services. The maximum value of the price preference cannot exceed $20,000.

2.  The price preference offered to suppliers within the Midwest (outside of the Shire of Irwin) can be up to 5% of the value of goods and services. The maximum value of the price preference cannot exceed $10,000.

A copy of the new Policy is available on the Shire's website at www.irwin.wa.gov.au 

A Business Ethics Statement has also been prepared outlining the standards of integrity and ethical conduct expected by the Shire of Irwin in all of its business dealings for all sectors of the community, including contractors, service providers and suppliers.

MAINTENANCE GRADING

The Shire of Irwin wishes to advise local residents that maintenance grading of the unsealed rural road network will commence in June 2017.

To assist residents and motorists during this time Traffic Management will be in place. Motorists are advised to exercise caution and obey all warning signs and directions from authorised personnel.

NOTICE OF INTENTION TO LEVY DIFFERENTIAL RATES

In accordance with section 6.36 of the Local Government Act 1995, notice is hereby given that the Shire of Irwin proposes to impose differential general rates in the 2017/2018 financial year.

The proposed rates in the dollar and minimum payments are based upon estimates at the time of giving this public notice (which incorporates a general 3.5% overall rate increase on actual rates raised in the previous year with full year equivalent adjustments for interim changes) and may change as part of Councils 2017/18 budget deliberations.

Submissions are invited in respect of the proposed rates or minimum payments and any related matters. Council will consider all submissions received, and any other relevant information that will impact upon estimates of revenue, income or expenditure, including forecasts of inflation and changes in Commonwealth or State Government appropriations and charges prior to setting the rates and minimum payments.

A Statement of Objects and Reasons for adopting these rates is available for inspection at the Shire Administration Office, 11-13 Waldeck Street, Dongara, between 8.30am and 4.30pm, Monday to Friday or on the Shire of Irwin website at www.irwin.wa.gov.au.

ROLLER DISCO AND WEEKEND SKATE SESSIONS

Irwin Rec Centre presents Flashback Friday on 7 July between 7pm 10pm. You are encouraged to come dressed in your best 80's/90's gear and relive some memorable tunes. Canteen facilities are available. $13 entry or $10 if you bring your own skates.

On 8 & 9 July (Saturday and Sunday) the Irwin Rec will also be offering Skate sessions featuring DJ Maddog between 2-5pm. These sessions are $8 or $5 if you bring your own skates.
