In accordance with section 6.36 of the Local Government Act 1995, notice is hereby given that the Shire of Irwin proposes to impose differential general rates in the 2017/2018 financial year.

The proposed rates in the dollar and minimum payments are based upon estimates at the time of giving this public notice (which incorporates a general 3.5% overall rate increase on actual rates raised in the previous year with full year equivalent adjustments for interim changes) and may change as part of Council’s 2017/18 budget deliberations.


Submissions are invited in respect of the proposed rates or minimum payments and any related matters.


Council will consider all submissions received, and any other relevant information that will impact upon estimates of revenue, income or expenditure, including forecasts of inflation and changes in Commonwealth or State Government appropriations and charges prior to setting the rates and minimum payments.


A Statement of Objects and Reasons for adopting these rates is available for inspection at the Shire Administration Office, 11-13 Waldeck Street, Dongara, between 8.30am and 4.30pm, Monday to Friday or on the Shire of Irwin website at

The Shire of Irwin is committed to improving its business dealings with the local community and would appreciate any comments you may have on the following:


The Shire recently reviewed its Local Purchasing Policy and, with advice from the Shire of Irwin Economic Development Advisory Committee, a new policy is proposed that is considered more relevant and provides a higher level of support for local suppliers.


The proposed major changes includes the following:


  1. The price preference offered to suppliers within the Shire (based and operating within the Shire of Irwin - defined as: having a business address with 6525 postcode) can be up to 10% of the value of goods and services. The maximum value of the price preference cannot exceed $20,000.
  2. The price preference offered to suppliers within the Midwest (outside of the Shire of Irwin) can be up to 5% of the value of goods and services. The maximum value of the price preference cannot exceed $10,000.

A Business Ethics Statement has also been prepared outlining the standards of integrity and ethical conduct expected by the Shire of Irwin in all of its business dealings for all sectors of the community, including contractors, service providers and suppliers.

All dog owners please be aware that you have a responsibility to collect and remove excreta immediately if your dog excretes in a Public Place. Failure to comply can result in a $40 infringement being issued to the person in control of the dog.


Dog excreta is not only unsightly it also presents a public health risk.


The Shire provides collection bags at various sites around town, however we cannot have dispensers everywhere so we request that when walking your dog you carry a supply of bags with you. Used bags can be deposited in any public bin.




Round 1 of the Shire of Irwin Community Assistance Scheme is now open.

The Shire of Irwin Community Assistance Scheme provides assistance to not-for-profit community based organisations, event organisers and individuals, to support the promotion and development of social, economic, recreational, art and cultural projects that make a positive contribution to the quality of life within the Shire of Irwin.

If you are planning an event or activity between 1 August and 30 December 2017 then up to $5,000 funding to assist is available through the Community Assistance Scheme. Application forms are available from or contact Shannan Taylor on 9927 0000 email

Hot off the press…

The Shire was awarded the 2017 Award for Excellence at the Library Board of WA’s Awards ceremony yesterday evening. Recognition was given for “innovation in raising community awareness of local oral histories.”

The project has been such a success, due to a number of passionate community members, Councillors and staff, so well done to all involved.

If you are interested in learning more the Shire of Irwin is hosting a morning tea on Tuesday 30 May 2017, between 10am – 11.30am at the Rec Centre Function room.

Over the past three years past and present Dongara – Port Denison locals have been interviewed to collect memories of historical importance. You are invited to come along to the Oral History morning which will feature live interviews and multimedia presentations focusing on the development of the Shire and will celebrate the Drive In’s 50th anniversary year.

The Shire of Irwin Skate Park Concept Design to be released soon.

The Shire is pleased to announce the concept design for the Shire of Irwin Skate Park Precinct is due for release and available to the community by the end of June 2017.


The Shire would again like to thank the community for their invaluable input into this exciting project through the two workshops held over this consultation.

NBN – Sky Muster II Satellite Operational

NBN have provided an update to inform the Shire that “the NBN Sky Muster™ II satellite, launched last October from Kourou, French Guiana, is now fully operational and sharing the load alongside sister satellite, Sky Muster.


Following months of testing, Sky Muster™ II has been switched on, and is servicing Australians in some of the most remote places of the country.


Late last year NBN made the decision to re-purpose the second satellite previously slated as a dormant backup service, to one that actively shares the load. In doing so we were able to double the capacity available to Australians connecting to NBN services via satellite and opened the door to greater data allowances than the original design allowed for. This decision also increases future product potential for health professionals and businesses.
